call microsoft costumer support at: 1-800-4My-Xbox if you are in USA or Canada (469-9269) ask them if their services cover iraq or if it is even available there.

Well some of my friends on Xbox live are in the military and ive played with people from Iraq before and i have a friend in the military stationed in North Korea for some odd reason and he gets live so yea pretty good chance.

Right now Xbox Live is not available in Iraq, the guy who says he played with someone in Iraq must be confused.
