Yes, just go to the Post Office and mail it. My mum lives in the UK and always sends my husband packages when he is deployed. EDIT: If this isn't the info you needed, then you need to be a bit more specific!

You can't send it to an address in Iraq, you must instead send it to the American address that he has, which is usually has APO as the city. This goes to a military post office and is then sent to wherever it is necessary. They usually can get there pretty quickly. Just remember to not send to many perishables, have the address right, and send it air mail.
