Yes, Amazon ships to Iraq, but only a very limited inventory (books mostly). Always check the Product Details, shipping section. Anything that does not read "Currently, item can be shipped only within the U.S." is fair game. You have to sign up for an account, or have someone with an account send the item to the address in Iraq.

A lot of sellers don't want the hassle of shipping overseas. Many are just not familiar with the process. Others are familiar and have elected not to participate. My recommendation is to find somebody in the US to act as an agent (middle-man). Have them purchase the items that you want and they will be shipped to the agent's address in the US. When everything is finalized, they ship one package to you. You have the added expense of having the item shipped to the agent, plus whatever fees that the agent charges for their service, but the cost of shipping one package to Iraq instead of multiple packages will help offset this. You are usually required to prepay for the service, since the agent actually has to purchase the items, and they would lose their money if you changed your mind after they made the purchase. If you were able to sign up on Amazon with a US account of your own and list the agent's address as your mailing address, then the agent would only be responsible for receiving, repackaging, and shipping the items.
